Participation Requirements

The right to participate in the programme is reserved for the unemployed people of all genders, registered in the relevant unemployment records of the Greek Manpower Employment Organization (OAED), or in a special list of the same Organisation, with a valid unemployment card, residents of the Municipalities of Markopoulo – Messogea and Lavreotiki and belong to at least one of the following socially vulnerable groups:

 

TARGET GROUPS

 

LONG TERM UNEMPLOYED OVER THE AGE OF 45 WITH LOW QUALIFICATIONS

The term “Long-Term Unemployed” applies to people who are registered as unemployed in the records of the Greek Manpower Employment Organization (OAED) for a period of more than 12 months until the time of the intervention. 

 

LEADERS OF SINGLE-PARENT HOUSEHOLDS

This category applies to people who live as single parents, without husband / wife or partner (due to divorce, death, separation, or single motherhood or fatherhood) that bear full responsibility for raising at least one minor child, dependent on them, based on either a custody decision or a temporary order.

 

PEOPLE  IN POVERTY / RISK OF POVERTY

This category applies to people who have a yearly income lower than the income level calculated on a yearly basis by the Hellenic Statistical Authority (El.STAT.) as being the poverty Line for Greece - 6.591.00 euro for a single person. The amount diversifies based on marital status, existence of dependent members etc. Proof for inclusion in this category can only be accepted either by submitting the income tax clearance form for the required years or a statutory declaration that the person is exempted from submitting a tax form.   In case of acute poverty, the applicant will have to submit as supporting documentation the social services booklet.

 

PEOPLE WITH DISABILITIES

This category includes people that present a proven percentage of disability as verified from the authorized board of the National Social Security Organisation (IKA) according to the national legislation.  This target group is allocated into sub-groups such as people mentally retarded, with sensory organ deficiencies, suffering from psychic illnesses etc.

Specifically, in order to be included in the programme as a person with disabilities an official decision of the competent board of the National Social Security Organisation (IKA) will have to be submitted attesting a proven disability of over 50%. Official decision stating that “the person in question is unfit for any kind of work” will not be accepted.

  

IMMIGRANTS, REFUGEES, REPATRIATES

This category includes the following groups

 

- Immigrants: People coming from non-EU countries, residing in Greece under a state of “financial immigration”. The term applies to people entering Greek territory from countries other than the 27 European Union countries. In order to be able to participate, they must bear a valid “temporary residency” permit.

 

- Refugees: People fleeing their country of origin due to political, religious, gender, or ethnic minority reasons, unable to return because of imminent persecution. These people must have the legal status of refugees. 

 

- Repatriates: People with either a Greek ID card or any other certification issued by a competent authority that pronounces their Greek nationality, having returned to Greece following a long term stay abroad (mainly from the former USSR or other eastern European countries)

 

Note: Applicants must continue to renew their Unemployment Cards regularly.

 

 

NECESSARY SUPPORTING DOCUMENTS

 

Mandatory supporting documentation for all applicants:

 

  • Properly filled-in and signed application form

  • Authenticated copy of the ID Card (both sides) or Passport.

  • Double-sided photocopy of the Unemployment Card.

  • Statutory statement or other official verification of the place of residency.

  • Recent family status certificate.

  • Statutory statement acknowledging the safekeeping and processing of the personal data submitted by the applicants to the Development Partnership (This paper is provided at the designated offices of the two Municipalities).

 

 

 

Optional Documenation (if any)

 

  • Copies of educational degrees

  • Copies of certificates verifying the knowledge of foreign languages, computers etc.

  • Copies of certificates for the participation in vocational training seminars

 

ADDITIONAL DOCUMENTATION PER SOCIALLY VULNERABLE GROUP

 

ONLY RELEVANT TO PEOPLE WITH DISABILITIES

 

An official decision of the competent board of the National Social Security Organisation (IKA) attesting a proven disability of over 50%.

 

ATTENTION: Official decisions stating that “the person in question is unfit for any kind of work” will not be accepted.

 

ONLY RELEVANT TO IMMIGRANTS, REFUGEES, REPATRIATES

 

  • Immigrants: People coming from countries other than the 27 European Union countries: A valid “temporary residence” permit.

  • Refugees: An official decision attesting refugees’ status

  • Repatriates: People with either a Greek ID card or any kind of documentation from a competent authorities recognizing their Greek nationality, having returned to Greece following a long term stay abroad (mainly from the former USSR or other eastern European countries).

 

ONLY RELEVANT TO LEADERS OF SINGLE PARENT HOUSEHOLDS 

 

  • The family certificate submitted must attest that the person in question is a parent without husband or wife or partner (for whatever reason), and that person that bear full responsibility for raising at least one minor child, dependent on them.

  • In case of divorce or separation, the applicant must submit the legal documentation that specifies the rights of custody among the parents

     

 

ONLY RELEVANT TO LONG TERM UNEMPLOYED OVER THE AGE OF 45 WITH LOW QUALIFICATIONS

 

  • Recent certification from the Manpower Employment Organization (OAED) attesting that the applicant’s time of unemployment is more than 12 consecutive months

 

ONLY RELEVANT TO PEOPLE IN POVERTY / RISK OF POVERTY 

 

  • Photocopies of the income tax clearance forms of the last two fiscal years (2011 and 2012)

  • A statutory declaration specifying:

    • The existence or not of dependent children financially active or not

    • he number of children

    • Their age.

  • In case the children are aged from 16 to 24, a specific mention of their professional or educational status will have to be included (e.g. Student, unemployed, soldiers etc).

    For those that do not have any income to declare, a statutory declaration must be submitted stating that the person in question is exempted from submitting a tax form for the years 2011 and 2012.

    In case of acute poverty, the applicant will have to submit as supporting documentation  the social services booklet

     

 

All applicants, must submit until October the 4th 2013 the necessary documentation either in person, or with a legally authorized representative, daily, from Monday to Friday, 10:00 - 13:00 in the following offices:

SELECTION PROCEDURE

 

The selection procedure will be as follows.

 

  • Step 1: Validation of the applications and supporting documents in order to check whether they meet the above mentioned criteria; reject the ones that do no comply with the specifications mentioned.

  • Step 2: Contact validated applicants in order to schedule a personal interview

  • Step 3: Evaluation of the application data according to a quantitative criteria rating. (70% of the overall application rating)

  • Step 4: Evaluation of the applicant’s interest in the programme and preparedness to participate through the personal interview (30% of the overall application rating )

  • Step 5: Validation of final results and announcement of the final selected beneficiaries’ list by the four-member selection committee

 

When the selection process will be completed, the final selected beneficiaries’ list will be uploaded in the Development Partnership’s web site as well as in the official site of the municipalities.

 

In accordance with Article 10 “MAINTAINING THE RULES OF INFORMATION AND PUBLICITY” of the Joint Ministers Directive No. 2475/οικ 3.33 (ΦΕΚ B.16/11-1-2012), the publication of selection results concerning the applicants/beneficiaries, whenever required, will state the issued protocol number of the submitted application and not the applicant’s name.
